Most of what a museum owns is not on view. The great majority of a typical collection sits in storage, sometimes for decades, and the conditions in that room determine the condition of the collection far more than the galleries do.
Storage is also the easiest line to cut. It generates no visitor experience, no naming opportunity, and no press. When a project runs over, storage square footage and storage systems are frequently where the savings are found — a decision that transfers cost from the capital budget to the conservation budget, permanently.
Environmental Stability Beats Environmental Targets
Collections care is generally more sensitive to fluctuation than to the absolute set point. A space held steadily at a slightly imperfect condition is usually kinder to objects than one that swings daily around an ideal number.
That has a direct design consequence: the system should be specified and commissioned for stability, including during equipment cycling, seasonal transitions, and partial-load operation. A system that meets its set point at design conditions and then hunts during shoulder seasons has not solved the problem.
Two practical requirements follow. First, the performance criteria need to be written as tolerances over time, not as single values. Second, commissioning has to verify them over time — a single day of testing at full load proves very little about a system's behavior in April.
Redundancy deserves explicit discussion. Collections storage is one of the few building uses where a mechanical failure over a holiday weekend can cause irreversible loss, and the cost of standby capacity should be evaluated against that, not against ordinary comfort-cooling standards.
Plan Capacity for Decades, Not for Move-In
A storage facility sized for the current collection is full on the day it opens, because collections grow through acquisition, bequest, and transfer.
Capacity planning should start from the institution's actual accession history and its collecting plan, projected across the realistic life of the facility. Compact shelving systems, appropriate mounts, and object-specific housing all affect usable density, and the difference between a well-planned and a poorly-planned layout can be substantial in the same footprint.
The structural implication matters early: high-density mobile shelving imposes significant floor loading. That is a design criterion that must be established during programming, because retrofitting it into an existing slab is expensive or impossible.
Fire Protection Is a Collections Decision
Fire protection in collections spaces involves genuine trade-offs, and it is a decision that should be made by the institution with its conservators, its insurer, and the authority having jurisdiction — not defaulted to by the design team.
Water-based systems introduce water. Clean-agent systems avoid water but have their own cost, containment, and coverage considerations. Detection sensitivity, compartmentation, and response protocols matter as much as the suppression choice. What is not acceptable is discovering the approach at permit stage, when the space has already been designed around a different assumption.
Access Is Part of the Design
Storage that protects objects but makes them hard to reach quietly restricts scholarship, loans, and exhibition programming.
Practical design questions worth resolving during programming:
- How do objects move between storage, conservation, photography, and galleries? Are corridors, doors, and elevators sized for the largest object the institution holds or expects to hold?
- Where does incoming material get received, quarantined, and examined before entering storage?
- Where do researchers examine objects, and does that path cross a collection route it should not?
- Can the institution retrieve a specific object without moving many others?
These are workflow questions, and they are cheap to answer on paper and expensive to fix in steel.
Moving the Collection Is Its Own Project
Relocating a collection into a new facility is a distinct undertaking with its own timeline, staffing, and risk, and it does not begin when construction ends.
It requires condition reporting, housing and crating, a documented chain of custody, updated location records, insurance coordination, and sequencing that keeps the collection accessible enough to meet loan and exhibition commitments during the move. Registrars and conservators need to be resourced for it, often for months.
Projects that treat the move as a post-construction logistics task tend to discover that the facility is complete and the institution is not ready to use it. The move belongs on the master schedule from the beginning, with the same transition planning discipline applied to any complex handover.
The Argument for Funding It Properly
The case to leadership is straightforward when framed correctly. Storage conditions determine long-term conservation cost. Storage capacity determines how long before the institution needs another capital project. Storage access determines what the curatorial and education programs can actually do.
Cutting storage does not save money; it defers and multiplies it. That is a capital planning argument, and it is considerably more persuasive than an appeal to best practice.
